Sustainable Financing Mechanisms
Waste Management is a growing concern around the world due to increase in waste production. However, efficient waste management, and in particular the establishment of collection, sorting, recycling and recovery systems, requires sustainable financing.
Advanced Recovery Systems such as Container Deposit Schemes (CDS) are widely implemented in the Pacific Region. They are legislative instruments designed to create a way to sustainably finance waste management and recycling. These mechanisms can encourage households to recycle by including a deposit in the sale price of manufactured and imported products. When the item is returned to a deposit location, a portion of the deposit is paid back to the consumer. The other part is allocated to finance the collection, transport and treatment. These systems have proven successful around the world to encourage recovery of end-of-life products, and to ensure governments have access to sustainable financing to develop and operate waste management infrastructures including recovery and recycling facilities.
Technical and financial support for the development of a pilot project on sustainable financing for waste management was requested by the Territorial Environment Department of Wallis and Futuna. Container Deposit Schemes have been implemented in the Island since 2017. SWAP is assisting this work through the construction of a scrap metal recovery facility.
Beforehand, a feasibility study (only in French) was undertaken to assess requirements for the implementation of a crap metal recovery facility in Wallis and Futuna.
